Pre-qualification are invited for Study on Women’s Employment; Safety; and Mobility in the Maldives
The World Bank seeks to hire a research firm to conduct an analysis of underlying drivers that shape labor market outcomes across growth sectors as measured by labor force participation (LFP); employment type; and wages. As one of the key analytical deliverables under the Maldives Country Partnership Framework (CPF) for the FY23-27 period; this analysis will build on the existing literature and prioritize unpacking processes underlying gender-biased labor market dynamics in the nature-based sectors (e.g.; tourism and fisheries); which are the priority areas of investment for the World Bank in this CPF period. This study will also conduct a mapping of sectors or sub-sector activities that have effectively established a gender-inclusive value chain and assess the extent to which various elements of the enabling environment and infrastructure that were created to facilitate FLFP could be operationalized in the fisheries and tourism sectors. Specific objectives: (i) To establish a baseline of gender profiles (income; expenditure and consumption of households with female employees) and roles in the fisheries and tourism sectors in the Maldives using the existing national-level survey data (Households Income and Expenditure Survey (HIES) 2019 and Maldives Population Census 2022);(ii) To conduct a mixed methods analysis of the underlying drivers of low FLFP in priority growth sectors (fisheries and tourism); (iii) To conduct a mapping of gender equitable value chains and identify what works in shifting labor force patterns for women and how these lessons and good practices can be operationalized in the fisheries and tourism sectors.
