Tender Are Invited For Design and Construction Works of an Ash landfill Cell and associated Infrastructure, for the Waste-to-Energy Plant at Southern Regional Waste Management Facility in Hithadhoo- Addu City
1. The Republic of Maldives has received financing from the Abu Dhabi Fund for Development (ADFD) toward the cost of Converting Waste to Energy Project in Addu City and part of this financing will be used for payment under the Contract Package named above.
2. The Ministry of Finance and Public Enterprises, on behalf of Ministry of Climate Change, Environment and Energy (“the Employer”) wishes to extend the Invitation for Bids reference number (IUL)13-K/13/2026/155 (20th August 2026) for the Design and Construction works of an Ash landfill Cell and Associated Infrastructure, for the Waste-to-Energy Plant at Southern Regional Waste Management Facility in Hithadhoo – Addu City
3. International Competitive Bidding (ICB) will be conducted in accordance with the procedures specified in the Abu Dhabi Fund for Development’s ‘Guidelines for the Procurement of Goods and Contracting for the Execution of Works’. Qualifications requirements are stated in the Bidding Document.
4. Contractors registered under the National Contractors Registry (NCR) in grades GC02-01, GC02-02, GC02-03, GC02-04, GC02-05, GC02-06, or GC02-07 shall be eligible to participate in this tender. Alternatively, international bidders not registered under National Contractors Registry (NCR) may participate by submitting a conditional NCR Certificate letter issued by the Ministry of Infrastructure, Housing and Urban Development covering at least one of the eligible grades specified above.
5. Interested bidders shall register with the Ministry of Finance and Public Enterprises, between 20th August 2026 to 15th November 2026, between 0800hrs and 1400hrs on all working days by: (a) payment of a non-refundable Registration fee of MVR 1, 500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) and, (b) e-mailing the following information to the below given e-mail addresses:

A complete set of bidding documents and related documentation is available from 20th August 2026 on the Ministry of Finance and Public Enterprises website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is Bidder’s responsibility to verify the website for the latest information related to this Bid.
7. The Bidder shall furnish a Bid Security of USD 5, 000.00 (Five Thousand United States Dollars - or equivalent in Maldivian Rufiyaa), which shall be valid for 28 days beyond the validity of the Bid.
8. A pre-bid meeting is scheduled to be held online on 3rd September 2026, at 10:00:00 hrs. Additional information about the pre-bid meeting will be included in the bidding document. |
