General Procurement Notice : Digital Maldives for Adaptation, Decentralization and Diversification (DMADD) Project
The proposed project will include the following components:
1. Enabling environment for improved digital connectivity and competitiveness ($2.0 million) This component will support fostering Maldives’ digital transformation, improved regulatory foundations and institutional capacity are needed to promote affordable, quality Internet access and a robust public digital ecosystem. Investments in improved regulatory tools and institutional strengthening will contribute to a more competitive telecommunications market, which, combined with investments in digital infrastructure such as a software defined wide area network for local island councils, will help deliver higher Internet speeds at lower costs, ultimately enabling more people to get online and to take advantage of a broader range of digital products and services. A more competitive market will also create a redundancy in network services for connectivity, allowing for continued service availability in times of climatic and other shocks or disasters and enhancing the government’s disaster risk management capabilities.
1.1. Improving regulatory frameworks, oversight, and enforcement for a competitive broadband market
1.1.1. TA (Technical Assistance) for strengthening the regulatory frameworks for a competitive, open access broadband market (ICP)
1.1.2. TA, regulatory tools, and capacity building (on the job training) for CAM to support effective oversight and enforcement of digital infrastructure policies and regulations (OICP)
1.2. Empowering public institutions for digital transformation in government
1.2.1. Support in restructuring NCIT as an independent statutory body, establishing Government Digital Service (OICP)
1.2.2. Improving the government network infrastructure by putting in place a software-defined wide area network across islands (OICP)
1.2.3. Development of a business continuity and disaster recovery plan (ICP)
2. Digital identification for improved online and in-person service delivery ($4.5 million) This component will help enhance trust and efficiency in both in-person and online transactions and service delivery through a multipronged approach, which includes: (a) the establishment of legal and institutional enablers and safeguards for secure data- and identity management; b) the modernization of existing identity management software and hardware and the introduction of a new digitally enabled ID card, issued by the Department of National Registration; and (c) updating of the digital ID system to enable secure and consent-driven data sharing and authentication in remote, online contexts.
These investments will be implemented in a way that ensures operational and financial sustainability, in line with the Principles on Identification for Sustainable Development. The ID system(s) will be designed and built using inte |
