Expression of Interest: Consultant Firm for Social Sector Strengthening
The philippine competition commission (pcc) will implement the capacity building to foster competition project which will help the government of the philippines implement the philippine competition act (pca) and will foster the government’s capacity to enforce the competition law to promote free and fair market competition in the country. The project will: (i) strengthen institutional capacity in the pcc; (ii) develop a government staff development program for competition; and (iii) establish an academic center of excellence in competition law and policy. For this purpose, a project management unit (pmu) shall be constituted. The pmu shall be located at the pcc and shall be responsible for the overall implementation and coordination of the project. It shall set-up and process administrative, financial, procurement and accounting requirements for the project; monitor and evaluate project targets; assist and oversee deliverables, timelines and fund utilization; and coordinate with pcc, beneficiary agencies, and other working groups on the definition of end-user requirements and the delivery of project outputs.
